India and Israel Sign MoU to Enhance Collaboration in Public Sector Audit Systems

The Comptroller and Auditor General (CAG) of India and Israel’s Supreme Audit Institution (SAI) have signed a Memorandum of Understanding (MoU) to strengthen collaboration and knowledge-sharing in the field of public sector auditing. As part of the engagement, Matanyahu Englman, State Comptroller and Ombudsman of Israel and President of the European Organisation of Supreme Audit Institutions (EUROSAI), visited the Office of the Comptroller and Auditor General of India along with a senior delegation from Israel.

During the visit, a bilateral meeting was held between CAG of India K Sanjay Murthy and Englman. The discussions concluded with the signing of the MoU, which aims to create a structured framework for cooperation between the two audit institutions. The agreement will focus on sharing professional expertise, audit methodologies, technical knowledge, training programmes, and best practices in public sector auditing. Both sides also discussed the possibility of organising joint seminars alternately in India and Israel to encourage the exchange of ideas, experiences, and innovative approaches in areas of common interest.

The partnership reflects the commitment of both institutions towards improving transparency, accountability, effective governance, and innovation in public administration. It also marks another step in strengthening the longstanding relationship between India and Israel. During his visit, Englman delivered a lecture as part of the Dr BR Ambedkar Lecture Series on the topic “Artificial Intelligence in Public Sector Auditing: Advanced Applications, Performance Auditing and Innovative Tools in Modern State Auditing.”

In his address, Englman highlighted how emerging technologies such as Artificial Intelligence (AI) and data analytics can transform public sector audits by improving efficiency, accuracy, and overall impact. He shared Israel’s experience in using advanced technologies to enhance public oversight, strengthen accountability, and tackle new challenges in governance.

The meeting was attended by senior officials from SAI India, including KS Subramanian, Deputy Comptroller and Auditor General; BK Mohanty, Chief Technology Officer; and Vimalendra Patwardhan, Director General. The Israeli delegation included Reuven Azar, Ambassador of Israel to India, and Miri Weiss, Head of the International Department at the Office of the State Comptroller and Ombudsman of Israel.
