Dawood Ibrahim, Masood Azhar Among Top Names on India's Terror List; Goldy Brar Listed at No. 56

Dawood Ibrahim, Masood Azhar and Hafiz Muhammad Saeed are among the prominent names included in India’s official list of individuals designated as terrorists under the Unlawful Activities (Prevention) Act (UAPA). Goldy Brar, meanwhile, is listed at serial number 56 in the government’s database of designated terrorists. The Ministry of Home Affairs (MHA) lists Maulana Masood Azhar at number one, followed by Hafiz Muhammad Saeed and Zaki-ur-Rehman Lakhvi. Dawood Ibrahim Kaskar appears at number four on the list.

Goldy Brar, whose real name is Satinderjit Singh, appears at number 56. The MHA identifies him as “Satwinder Singh @ Satinderjit Singh @ Goldy Brar” in its list of individuals designated as terrorists under the Fourth Schedule of the UAPA. The list has come into focus after the US Federal Bureau of Investigation added Brar to its Ten Most Wanted Fugitives list. The FBI announced the move on September 28 and said it was offering a reward of up to $1 million for information leading to his arrest.

According to the FBI, Brar is wanted over alleged involvement with the Lawrence Bishnoi Organized Crime Group. US authorities have charged him in connection with alleged racketeering, extortion and narcotics-related offences. These remain allegations contained in federal charges and have not been established as convictions.

The FBI said Brar is the 543rd fugitive to be added to its Ten Most Wanted Fugitives list, which was established in 1950. The agency has also linked the wider investigation to an alleged transnational criminal network operating across the United States, Canada and India. India’s UAPA list and the FBI’s Ten Most Wanted list serve different purposes. The Indian list is maintained under the country’s counter-terrorism law, while the FBI list is a US law-enforcement tool for fugitives wanted on federal charges. The latest developments involving Brar have therefore brought renewed attention to the international investigations surrounding India-linked organised crime and terrorism networks.
