Punjab calls for BBMB revamp and Dam Safety Act repeal over water dispute.

Amid the ongoing water dispute with Haryana, a special session of the Punjab Assembly was held on Monday. Punjab's Finance Minister, Harpal Singh Cheema, accused the Haryana and BJP governments of attempting to steal Punjab's water share. He urged the central government to repeal the Dam Safety Act 2021, asserting that it falls under Punjab's jurisdiction, and vowed that no one would take Punjab's water.
Punjab Legislative Assembly Speaker Kultar Singh Sandhwan echoed these sentiments, stating that the issue was not just about Punjab's rights but also about the nation's welfare. He emphasized that Punjab's water is vital for supplying food to the country, and denying Punjab its share would threaten the nation's food supply. Sandhwan condemned the Dam Safety Act and called for the formation of a new BBMB.
Earlier, Punjab Water Resources Minister Barinder Kumar Goyal introduced a resolution in the Assembly, strongly opposing the BBMB's decision to release an additional 8,500 cusecs of water to Haryana. Goyal declared that Punjab would not release any extra water, accusing the BBMB of acting as a "puppet of the BJP" and undermining Punjab's water rights illegally.
Goyal also criticized the BBMB’s meeting on April 30 as "illegal" and an attempt to divert Punjab's rightful water. Punjab Chief Minister Bhagwant Mann stated that Haryana had used up its allocated share of water by March 31, but Punjab was still providing drinking water. He warned Haryana would face consequences for mismanagement, stating that Punjab had sent multiple letters urging them to manage their share. Mann also criticized the BBMB for its "dictatorial" conduct and called for its reconstitution, highlighting how decisions were made without proper notice to Punjab, despite the state bearing the board's expenses.
