Assam Clears Rs 50,000-Crore Package for Women, Health, Roads and Schools

The Assam government has approved a ₹50,000-crore development package aimed at improving infrastructure and public services across the state over the next five years. The ambitious programme will cover key sectors including healthcare, education, roads, power, flood protection, housing and infrastructure focused on women.

The initiative, announced as part of the government’s broader “Viksit Assam: Infra Vision” plan, is intended to accelerate development in both urban and rural areas. The Assam Cabinet has approved the framework as the state seeks to expand basic infrastructure while creating better facilities for communities and vulnerable sections of society.

A significant part of the programme will focus on education. The government plans to upgrade around 1,000 high schools, with an estimated investment of about ₹700 crore. Thousands of new Anganwadi centres are also planned, with the aim of providing improved facilities for children and mothers. Better school and childcare infrastructure is expected to strengthen access to essential services, particularly in rural areas.

Women-focused infrastructure is another important part of the package. The government has proposed establishing two women-oriented markets in every Assembly constituency, along with hostels for women. The proposed markets are expected to provide additional opportunities for women entrepreneurs, self-help groups and small businesses to sell locally produced goods and build sustainable livelihoods.

Healthcare is also set to receive greater attention under the development programme. The state has separately approved a ₹600-crore proton beam therapy facility at Gauhati Medical College and Hospital, which is expected to expand access to advanced cancer treatment. The wider infrastructure plan also includes improvements to primary healthcare facilities across Assam.

Road connectivity and electricity infrastructure will form another major component of the investment. The government is seeking to improve transport links and strengthen power infrastructure, while also allocating resources for flood-control measures. Flooding remains a recurring challenge in Assam, frequently affecting homes, agricultural land, roads and other public infrastructure. Strengthening embankments and related infrastructure is therefore expected to be an important part of the state's long-term development efforts.

The package also includes housing support for tea garden workers. The government has proposed financial assistance of ₹1.5 lakh for the construction of houses, adding a welfare component to the broader infrastructure programme. Tea garden communities form an important part of Assam's social and economic landscape, making housing and basic amenities a significant development concern.

Alongside social infrastructure, the state government is also planning investments to support industrial and renewable-energy development. An integrated 30 MW solar power project with a 25 MW/100 MWh battery energy storage system has been approved in Goalpara district. The project is expected to contribute to Assam's renewable-energy capacity while providing an electricity storage facility. The government has also approved measures to develop industrial estates and land banks in areas including Kamrup Metropolitan and Nagaon. A dairy-related project in Dhemaji is among the other initiatives intended to strengthen economic activity and support local production.

The ₹50,000-crore programme is expected to be financed through a combination of state resources, NABARD funding and assistance available through Central government schemes. The government has indicated that around ₹30,000 crore could be mobilised through NABARD, while the remaining amount is expected to come from state resources and other funding channels.

The scale of the package makes its implementation particularly important. The success of the programme will depend on timely financing, project execution and effective monitoring. If the proposed investments are completed as planned, they could improve essential services while strengthening Assam's roads, healthcare facilities, schools, power network and flood resilience. The development package represents a broad push to combine infrastructure expansion with social welfare and economic growth. The coming years will determine how effectively the government's ₹50,000-crore commitment translates into projects and services that residents can see and use on the ground.
