Zelenskiy aims for half of Ukraine's weapons to be manufactured within the country.

Ukrainian President Volodymyr Zelenskiy stated on Wednesday (July 16) that he expects his incoming government to take steps to increase the share of domestically produced weapons to 50% within six months. This comes amid a recent political shake-up, with Zelenskiy nominating Yulia Svyrydenko — known for her role in securing a minerals deal with the U.S. — as the new prime minister. Outgoing Prime Minister Denys Shmyhal has been proposed as the next defence minister. These appointments still need parliamentary approval. The changes occur as diplomatic efforts to end the ongoing war with Russia, now in its fourth year, have stalled. At the same time, Ukraine is working to revive its struggling economy and strengthen its homegrown arms industry.
In a video address, Zelenskiy said he, Shmyhal, and current Defence Minister Rustem Umerov had agreed that the defence ministry would play a stronger role in weapons production. Currently, about 40% of the weapons used on the battlefield are made in Ukraine — a historic high since our independence. Production is significant, but we must increase it, he said. He set a target for 50% of frontline weaponry to be domestically manufactured within the first six months of the new administration, acknowledging the challenge but expressing confidence it can be done.
Zelenskiy has consistently emphasized the importance of ramping up local arms manufacturing and partnering with Western allies for joint production. Ukraine has prioritized the development of drones and air defence systems in response to growing Russian drone and missile attacks. Last week, Kyiv’s military leadership announced a US$6.2 million investment in a drone interceptor program to help protect the capital from aerial threats.
