Delhi has imposed its strictest anti-pollution measures yet as worsening winter smog pushes air quality into the severe zone. Under Stage IV of the Graded Response Action Plan, old vehicles are now barred from entering the city, and petrol pumps have stopped supplying fuel to cars without a valid Pollution Under Control certificate. These rules came into effect at midnight, with air quality levels expected to remain hazardous until at least December 27.
Vehicles from outside Delhi that do not meet BS-VI emission standards are being turned away at city borders, except for CNG, electric, and emergency service vehicles. Fuel stations across the city are using automated cameras linked to the VAHAN database to identify non-compliant vehicles, supported by transport officials, police, and civic authorities. Enforcement has intensified at major NCR entry points, where warnings will soon give way to heavy fines. The Delhi government has stressed that vehicles contribute significantly to particulate pollution, urging motorists to immediately renew expired PUC certificates.
The measures extend beyond traffic restrictions. Industrial operations have been suspended, construction activity is tightly controlled to reduce dust, and half of office employees are required to work from home. Authorities have also introduced supporting steps such as a carpooling app, AI-managed traffic signals, and road repairs to reduce congestion-related emissions.
As a result, PUC centres have seen long queues, leaving many commuters from nearby areas struggling to comply. Officials are advising residents to check their PUC status online, use public transport, or share rides. In the longer term, electric vehicles are being promoted as Delhi accelerates its shift toward cleaner mobility in an effort to combat recurring air pollution crises.
