Delhi Government plans DTC overhaul: Smart cards, modern bus shelters, and ISBT improvements in the pipeline.

The Delhi government has embarked on a comprehensive revamp of the Delhi Transport Corporation (DTC) to deliver world-class public transportation for the citys residents. According to an official statement, this initiative includes the launch of smart travel cards, restructuring of bus routes, modernisation of interstate bus terminals (ISBTs), and upgrading bus queue shelters (BQSs) with advanced technology and enhanced comfort.
During a high-level meeting with the Transport Department on Tuesday, Chief Minister Rekha Gupta highlighted that, under the guidance of Prime Minister Narendra Modi, the vision of modernising Delhi’s public transport system is steadily progressing. The meeting was attended by Transport Minister Dr. Pankaj Singh, Chief Secretary Dharmendra, Transport Commissioner Niharika Rai, and other senior officials.
CM Gupta acknowledged that DTC has suffered a financial loss of ₹60,000 crore due to previous mismanagement but assured that efforts are underway to transform it into an efficient and sustainable public transport service. She noted that both small (DEVI) and large buses are being added, and new routes are being strategically planned to improve accessibility for commuters.
The government also plans to introduce a unified smart card for seamless travel across DTC buses, the Delhi Metro, and the upcoming Regional Rapid Transit System (RRTS). Additionally, a special Pink Card will offer free rides for women and transgender individuals in DTC buses. Discussions are ongoing with banks to ensure a smooth rollout of these smart cards.
CM Gupta shared the current status of Delhi’s DTC fleet: 660 small electric buses, 1,800 large electric buses, and 1,800 CNG buses, totaling 4,800 electric buses. However, many of these vehicles still run on outdated routes. To address this, the government is working with IIT Delhi to develop a modern and comprehensive route plan. A pilot will begin in Yamuna Vihar before expanding citywide.
Another key focus is on upgrading Delhi’s Bus Queue Shelters. These will be fitted with real-time arrival displays, solar panels, LED lighting, and digital information boards, all designed to withstand weather conditions. The upgrades, to be implemented through a Public-Private Partnership (PPP), aim to modernise the 4,627 shelters across the city, of which only 2,021 are currently functional.
The Chief Minister also announced plans to transform ISBTs like Kashmere Gate, Anand Vihar, and Sarai Kale Khan into state-of-the-art facilities, offering amenities on par with airports. These upgraded terminals will ensure better comfort, security, and convenience for intercity travelers. CM Gupta reaffirmed the government’s commitment to building a sustainable, smart, and green public transport system, emphasizing that the collaborative efforts of the Centre and Delhi Government will help bring this vision to life.
