Assam CM Urges IIT Guwahati to Become the Northeast's Key Knowledge Partner

Assam Chief Minister Himanta Biswa Sarma has urged the Indian Institute of Technology (IIT) Guwahati to expand its role as a key knowledge and technology partner in the development of Assam and the wider Northeast. Addressing the institute’s 33rd foundation day programme at its North Guwahati campus, Sarma said IIT Guwahati’s importance goes beyond academics and research. According to him, the institute reflects the aspirations of people across Assam and the Northeast and should play a larger role in addressing the region’s development challenges.

The Chief Minister recalled that the demand for an IIT in Assam was closely linked to the aspirations expressed during the Assam Accord. IIT Guwahati was eventually established in 1994, decades after the country’s first IIT was set up at Kharagpur. Sarma said the institute’s long-term impact should be assessed not only through academic achievements and research output, but also by how effectively its expertise can be converted into practical solutions. He identified advanced manufacturing, healthcare, skill development, disaster preparedness, urbanisation, agriculture and emerging technologies as key areas where IIT Guwahati could make a greater contribution.

He also highlighted several ongoing initiatives involving the Assam government and IIT Guwahati. These include the Assam Advanced Healthcare Innovation Institute, research into low-field MRI, surgical robotics and plant-based therapeutics, semiconductor-related skill development, drone-based flood response and the application of explainable artificial intelligence to assess alternative credit opportunities for women-led businesses. Speaking about Assam’s changing industrial landscape, particularly the growth of semiconductor and advanced manufacturing sectors, Sarma stressed that developing skilled human resources would be essential.

He said young people in Assam should not simply watch new industries enter the state but should become part of the knowledge ecosystem, technology networks and supply chains generated by these industries. The Chief Minister also called on IIT Guwahati to support Assam in building greater resilience against natural disasters and climate-related challenges. He pointed to the need for flood-resistant infrastructure, scientific river management, climate-smart agriculture, improved early-warning systems and more effective urban planning. Sarma said growing cities such as Guwahati would increasingly need technology-driven solutions for transportation, public transit, drainage, waste management, energy efficiency and climate resilience.

Outlining his broader vision for Assam, the Chief Minister described the state’s future as a convergence of “Tea, Tree and Tech”. While tea represents an established economic strength, trees reflect Assam’s natural resources and biodiversity, while technology symbolises opportunities in innovation, advanced manufacturing and emerging industries. He further stressed the importance of closer cooperation between IIT Guwahati, the state government, private industry, start-ups, universities, civil society organisations and the institute’s alumni network.

Sarma expressed the expectation that IIT Guwahati should be among the leading institutions consulted whenever Assam encounters a complex technological or developmental challenge. During the programme, he also announced that the Assam government would facilitate 100 scholarships for students of IIT Guwahati. He asked the institute’s director to develop the necessary framework so that the scholarship initiative could be implemented effectively.

Reflecting on IIT Guwahati’s journey, Sarma said Assam’s relatively late start in building major institutions should not prevent the state from moving rapidly toward future growth. He emphasised that the objective should no longer be simply to catch up with other regions, but to build strong institutions and capabilities that allow Assam to advance with greater confidence and speed. Congratulating the IIT Guwahati community on its foundation day, the Chief Minister expressed confidence that the institute would continue expanding its contribution to Assam, the Northeast and the country. IIT Guwahati Director Devendra Jalihal, former directors, faculty members and students attended the foundation day programme.
