A Welcome Signal Amid Global Uncertainty : Philippines Envoy Praises Quad Ministerial Meeting in Manila

Philippines Ambassador to India Josel F. Ignacio has described the upcoming Quad Foreign Ministers Meeting in Manila as a reassuring development at a time of growing global instability, saying the gathering highlights the four-member blocs commitment to addressing pressing regional and international challenges. Ignacio said the Quad—comprising India, the United States, Japan, and Australia—remains an important partner for the Philippines. He noted that the United States is Manilas treaty ally, while India, Japan, and Australia are key strategic partners.

According to the ambassador, the decision to hold another ministerial-level meeting only a few months after the previous session in New Delhi demonstrates the groups determination to remain actively engaged in tackling evolving geopolitical issues. He expressed optimism that the discussions in Manila would produce meaningful outcomes, particularly on matters affecting regional peace, security, and stability.

The meeting was confirmed by US Ambassador to India Sergio Gor, who announced on social media that he would accompany US Secretary of State Marco Rubio to the Philippines for the second Quad Foreign Ministers Meeting of the year. Gor reaffirmed Washingtons commitment to a free and open Indo-Pacific, describing the Quad partnership as central to that objective. Rubio has also arrived in Manila, where, in addition to attending the Quad meeting, he is expected to participate in engagements with ASEAN leaders and the East Asia Summit.

Speaking about possible discussions on maritime security and freedom of navigation, Ignacio said he expects the ministers to build on commitments made during the Quads previous meeting in May 2026. He pointed out that the earlier joint statement addressed several regional concerns, including tensions in the South China Sea, which continue to be a major source of concern for the Philippines and other regional nations. The ambassador added that with the foreign ministers meeting again so soon, he anticipates fresh initiatives and progress rather than a repetition of previous positions. He said Manila is looking forward to concrete signals on how the Quad intends to strengthen regional stability.

The last Quad Foreign Ministers Meeting, hosted by India in New Delhi in May, concluded with a joint statement expressing concern over developments in both the East China Sea and the South China Sea. The four countries opposed unilateral actions that could undermine peace and security, while also raising concerns over interference with offshore resource activities, restrictions on freedom of navigation and overflight, unsafe military and maritime manoeuvres, and the continued militarisation of disputed areas. Beyond security, the Quad has steadily broadened its cooperation to include areas such as maritime awareness, emerging technologies, infrastructure development, healthcare, climate resilience, and other initiatives aimed at promoting a stable and prosperous Indo-Pacific region.
