J&K: CCTV made mandatory in Shopian district

Srinagar, Aug 3 (AHN) Mandatory installation of CCTV surveillance systems has been ordered in public, commercial, financial and institutional establishments across Shopian district in Jammu and Kashmir, according to an official order.

The order stated that maintenance of public order, preservation of public safety, protection of life and property, prevention of crime and strengthening of security infrastructure constitute essential responsibilities of the district administration.

It added that advancements in surveillance technology have significantly enhanced the capability of law enforcement agencies in preventing, detecting and investigating criminal activities, identifying offenders, maintaining public order, safeguarding public assets and ensuring effective response during emergencies.

The directive said CCTV surveillance systems have emerged as an indispensable tool for deterrence of crime, monitoring of public spaces, protection of commercial and institutional establishments, regulation of crowd movement, traffic management and collection of reliable electronic evidence for investigation and prosecution of offences.

The order further noted that the district administration, in consultation with the district police and other security agencies, reviewed the prevailing security environment and observed that installation of CCTV surveillance systems at vulnerable, public‑facing and high‑footfall establishments is necessary to augment security arrangements and facilitate timely response to incidents affecting public order and public safety.

According to the directive, the absence of adequate surveillance mechanisms at several establishments impedes the ability of law enforcement agencies to promptly identify offenders, ascertain facts, investigate offences, collect admissible evidence and ensure accountability in matters involving theft, vandalism, trespass, anti‑social activities, public nuisance, unlawful assemblies, traffic violations and other acts prejudicial to public safety and tranquillity.

The order said immediate preventive measures are required in the interest of public safety, security of citizens, protection of property, maintenance of public order and preservation of public tranquillity.

It added that directions requiring installation and maintenance of CCTV surveillance systems are necessary and expedient for preventing danger to human life, deterring criminal activities and facilitating effective enforcement of law.

The directive applies to banks, financial institutions, cooperative banks, ATMs, jewellery shops, bullion establishments, petrol pumps, LPG distribution points, shopping complexes, retail stores, hotels, restaurants, banquet halls, educational institutions, hospitals, clinics, diagnostic centres, religious places, cinema halls, recreation centres, transport hubs, government offices, warehouses and other public‑facing establishments.

The order directed these institutions to install CCTV surveillance systems within fifteen days from the date of issuance.
