GRSE Emerges Lowest Bidder for Rs 1,032 Crore Platform Supply Vessel Contract, Boosting India's Commercial Shipbuilding Push

State-owned defence shipbuilder Garden Reach Shipbuilders & Engineers (GRSE) has emerged as the lowest bidder (L1) for a major contract to build four Platform Supply Vessels (PSVs) for Oil and Natural Gas Corporation (ONGC), with the total project estimated to be worth around ₹1,032 crore. According to industry reports, GRSE submitted the lowest financial bid of approximately ₹258 crore per vessel, placing it ahead of other competing public and private shipyards. While the company has secured the L1 position, the contract will be officially awarded only after ONGC completes the tender evaluation process and other required formalities.

The proposed order marks another significant milestone for GRSE as it seeks to strengthen its footprint beyond defence shipbuilding and expand its presence in India's commercial maritime sector. Platform Supply Vessels are essential for offshore oil and gas operations, transporting equipment, drilling materials, fuel, fresh water, food supplies and personnel between the mainland and offshore drilling platforms. These vessels play a critical role in ensuring uninterrupted exploration and production activities in offshore oil fields.

The tender reportedly attracted participation from several leading Indian shipyards, reflecting growing competition in the country's shipbuilding industry. GRSE's competitive pricing ultimately helped it secure the lowest bid in the financial evaluation stage. Industry observers believe the project aligns with the Government of India's efforts to promote domestic shipbuilding under the Make in India initiative. The Centre's financial assistance scheme for Indian shipyards is expected to improve the commercial viability of such large-scale vessel construction projects while encouraging greater indigenous manufacturing.

For GRSE, the order would further diversify its portfolio, which has traditionally been dominated by warships and patrol vessels built for the Indian Navy and the Indian Coast Guard. In recent years, the Kolkata-based shipbuilder has increasingly focused on expanding its commercial shipbuilding capabilities alongside its defence business.

The contract also comes at a time when India's offshore energy sector is witnessing renewed investment in exploration and production activities. As offshore operations expand, demand for modern support vessels is expected to rise, creating new opportunities for domestic shipyards. If the contract is formally awarded, it will not only strengthen GRSE's order book but also reinforce India's growing capabilities in building advanced commercial vessels domestically, supporting the country's long-term goal of becoming a global maritime manufacturing hub.
