The government has taken a decisive step by revoking the foreign funding license of the Students Educational and Cultural Movement of Ladakh (SECMOL), an NGO linked to prominent climate activist and educator Sonam Wangchuk. This move follows violent protests in Leh over demands for statehood, which left four civilians dead and dozens injured, including security personnel.

Authorities cited repeated violations of the Foreign Contribution Regulation Act (FCRA), highlighting irregularities such as the mixing of local funds with foreign accounts and the use of foreign contributions for activities considered against national interest, including studies on sovereignty. The Central Bureau of Investigation (CBI) has been tasked with further probing these alleged violations, including inquiries into other organizations associated with Wangchuk, like the Himalayan Institute of Alternatives Ladakh (HIAL).

The recent unrest in Leh saw mobs attacking government offices, including the local BJP office, setting vehicles on fire, and clashing with police and paramilitary forces. The Home Ministry has attributed the escalation partly to Wangchuk’s “provocative speeches,” which officials claim drew inspiration from global youth movements, stirring local youth into action.

Authorities imposed a strict curfew across Leh and other parts of Ladakh, deployed additional security forces, and temporarily closed schools, colleges, and businesses. Public gatherings remain prohibited, and restrictions on rallies and marches are being enforced to prevent further disturbances.

Wangchuk has rejected the government’s allegations, calling the actions against his organizations a “witch hunt” and asserting that the unrest reflects the long-standing frustrations of Ladakh’s residents seeking political recognition and constitutional protections. Supporters have criticized the crackdown as politically motivated amid heightened tensions.

The incident highlights the delicate balance between activism, regional political aspirations, and government regulation in a sensitive border region. With Ladakh gradually returning to normalcy under curfew and increased security, the outcomes of ongoing investigations and political dialogues will play a crucial role in shaping the region’s future governance, peace, and development.
