DRDO Missile Technology Transfer Boosts India's Push for Self-Reliant Defence Manufacturing

India has taken another major step towards achieving self-reliance in defence production by approving the transfer of Defence Research and Development Organisation (DRDO) technologies for conventional missile systems to eligible Indian defence companies. The decision, cleared by Defence Minister Rajnath Singh, is aimed at turning indigenous defence research into large-scale manufacturing while reducing the country’s dependence on foreign suppliers.

Under the new initiative, Indian companies that meet the required technical qualifications, certifications and regulatory conditions will be allowed to manufacture DRDO-developed conventional missile systems. The move is expected to help bridge the gap between technology development and industrial production, allowing missile programmes to move more efficiently from the research stage to manufacturing for the armed forces.

The initiative could also give a significant boost to India’s private defence industry. With more companies gaining access to advanced indigenous technologies, micro, small and medium enterprises (MSMEs), component manufacturers and other technology partners are likely to find greater opportunities across the missile production and supply chain. A wider industrial base could increase domestic value addition while creating additional capacity for defence manufacturing.

The Ministry of Defence has emphasised that closer cooperation between DRDO and Indian industry will be essential for successfully transferring and absorbing advanced technologies. Greater participation from domestic manufacturers could also strengthen production capacity, maintenance support and the long-term availability of critical missile systems for the armed forces.

The announcement comes shortly after the Department of Defence Production notified the sixth Positive Indigenisation List, covering 405 strategically important defence items with an estimated business potential of around ₹3,070 crore. The list includes systems such as Konkurs-M, Invar and MRSAM, along with defence electronics including radars, sonars, fire-control systems and satellite communication equipment.

India has significantly expanded its defence indigenisation efforts in recent years. More than 15,700 defence items have reportedly been indigenised over the past five years, resulting in estimated import substitution of around ₹9,000 crore. Defence PSUs have also placed procurement orders worth approximately ₹10,000 crore with domestic vendors up to March 2026, including in-house production.

The latest technology-transfer decision could further change the structure of India’s missile manufacturing sector by creating more space for private companies alongside established government-linked manufacturers. Firms such as Adani Defence, Bharat Forge, ICOMM and Solar Defence could potentially participate in the expanded manufacturing ecosystem, subject to government requirements and competitive procurement processes.

Greater competition could help manufacturers improve efficiency, reduce costs and invest more heavily in new technologies. It may also give the armed forces access to increased production capacity when larger quantities of missile systems are required. The strategic importance of the move has also grown amid lessons from recent conflicts, particularly the Russia-Ukraine war, where the availability of large numbers of conventional precision weapons has highlighted the importance of production scale, supply-chain resilience and sustained defence manufacturing.

For India, building the ability to manufacture critical missile systems domestically is particularly important given the country's evolving regional security environment. Expanding the domestic defence industry can reduce vulnerabilities associated with overseas supply chains and provide greater control over the production and support of key military equipment. The DRDO technology-transfer initiative therefore goes beyond simply expanding manufacturing. It represents an effort to create a stronger connection between India's defence research capabilities and its industrial base. By bringing more private companies, MSMEs and technology partners into the ecosystem, the government aims to accelerate indigenous production and strengthen India's long-term defence preparedness. The move is closely aligned with the Atmanirbhar Bharat vision and could become an important step in India's broader effort to build a competitive, technology-driven and self-reliant defence manufacturing industry.
