C-DOT Working on Interactive Disaster Warning System for Mobile Users

The Centre for Development of Telematics (C-DOT) is developing an interactive disaster alert system that could allow mobile users to communicate their situation to authorities during emergencies, according to reports. The proposed system is aimed at expanding India's existing mobile-based disaster warning infrastructure from one-way alerts to a more interactive communication platform.
Under the planned facility, people receiving disaster warnings could potentially indicate whether they are safe, request evacuation assistance or seek essential support such as medicines. The system is also expected to include a voice-based facility, which could help users communicate when typing or accessing other services is difficult during an emergency.
C-DOT has already developed technology supporting India's nationwide disaster alert network. Its Integrated Alert System, known as SACHET, is being used to disseminate location-based warnings to people in specific geographical areas. The system uses the Common Alerting Protocol, an international standard for emergency alerts, and has been operationalised across all 36 states and Union territories.
The existing infrastructure relies on Cell Broadcast technology to deliver emergency warnings to mobile phones in affected areas. Unlike conventional messages sent individually to phone numbers, Cell Broadcast can distribute the same warning to a large number of devices within a designated geographical area. The proposed interactive feature could add another layer to this system by allowing authorities to receive information directly from people in affected locations.
For instance, during floods, cyclones or other disasters, users could potentially inform authorities that they need evacuation or medical assistance. Such information could help agencies better understand conditions on the ground and prioritise emergency response. The development comes as India continues to strengthen its indigenous communication systems for disaster preparedness. C-DOT has been working with government agencies, including the National Disaster Management Authority, to expand the country's emergency alert capabilities.
Interactive disaster communication could become particularly useful during rapidly developing emergencies, when conventional communication channels may become congested or difficult to access. The proposed system is expected to complement, rather than replace, existing emergency warning mechanisms. Its effectiveness will depend on factors including mobile network availability, the speed of response from authorities and how easily citizens can use the service during a crisis. If successfully implemented, the initiative could mark a further shift in India's disaster-management infrastructure, allowing mobile phones to serve not only as a channel for receiving warnings but also as a means of communicating emergency needs to authorities.
