In a significant achievement in India’s counter-terrorism efforts, Salman Rehman Khan, a Lashkar-e-Taiba (LeT) operative, was extradited from Rwanda to India on November 28, 2024. The operation was conducted by the National Investigation Agency (NIA) with support from the Rwanda Investigation Bureau (RIB) and Interpol. Khan is a key suspect in the Bangalore Prisons Terror Conspiracy case, which involved radicalization and recruitment activities within Bangalores Central Prison. He was arrested in Kigali, Rwanda, on November 27, 2024, based on an Interpol Red Notice issued at India’s request. The NIA took over the investigation from Bangalore Police after uncovering evidence linking Khan to terror-related activities, including the acquisition and distribution of explosives for planned attacks.
Khan’s criminal involvement traces back to his time in prison (2018-2022), where he was radicalized by T Naseer, a convicted terrorist serving a life sentence. Authorities discovered Khan’s role in supplying weapons and explosives during a raid at Parappana Agrahara Central Prison, where several firearms and explosives were seized. This extradition is India’s 17th successful operation since 2020 to bring fugitives involved in terrorism to justice. The NIA described the extradition as a testament to its commitment to combating terrorism through international cooperation. Upon his arrival in India, Khan was formally taken into custody by the NIA.
The operation underscores Indias determination to dismantle terror networks both domestically and internationally. It also highlights the effectiveness of global partnerships in counter-terrorism, serving as a warning to other fugitives that they cannot evade justice forever.
