AAP criticizes the proposed fee regulation bill, labeling it as harmful to parents.

In a sharp rebuke of the BJP-led Delhi Government, senior Aam Aadmi Party (AAP) leader and Delhi Assembly's Leader of Opposition, Atishi, criticized the secrecy and unilateral manner in which the proposed Fee Regulation Bill is being introduced, according to an official party statement. Atishi accused the BJP government of intentionally bypassing democratic norms by planning to enforce the bill through an ordinance, without involving the public, stakeholders, or undergoing legislative examination.
“This bill has been deliberately hidden by the BJP. No parent, legal expert, legislator, or citizen of Delhi has seen its contents. Why is it being withheld? If the bill is genuinely in the interest of parents, why hasn’t it been made public, uploaded online, or opened for feedback?” she asked. The AAP legislative wing has officially demanded a Special Session of the Delhi Assembly to table the bill. Atishi further insisted that the draft should be reviewed by a joint Select Committee of AAP and BJP members, and that extensive public consultations must take place before any final decision is made.
“There has been discussion about this law for a while, yet no draft has been made available. Parents have clearly expressed that the bill should not be implemented via ordinance. It should be made public first, and only after collecting feedback should it be passed,” she said. Criticizing the BJP’s lack of transparency, Atishi stated, “This might be the first time in Delhi that a major law is being introduced without public input. Keeping the bill under wraps raises serious doubts. This legislation isn’t about reducing school fees or regulating private institutions; it’s clearly aimed at shielding them.”
According to AAP, with Education Minister Ashish Sood confirming the bill won't be tabled in the Assembly, Atishi accused the BJP of going to extreme lengths to protect private schools by pushing the bill through an ordinance, calling the move "anti-parent and pro-private school." Earlier in May, the Delhi Cabinet approved the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, which aims to benefit thousands of parents and students by addressing unregulated fee hikes across 1,677 private schools. Chief Minister Rekha Gupta had emphasized the urgency of the bill, stating it was a response to growing panic over rising school fees.
