Quad Group Urges Justice for Terrorist Attack in Jammu and Kashmir, Calls for UN Cooperation

On Tuesday, July 1, the Quad grouping, comprising the United States, India, Japan, and Australia, called for the swift prosecution of those responsible for the terrorist attack on April 22 in Jammu and Kashmir, which resulted in 26 fatalities. The attack triggered intense fighting between India and Pakistan, with India accusing Pakistan of involvement, a claim Pakistan has denied, instead requesting an impartial investigation. 

The US State Department released a joint statement from the Quad’s foreign ministers during their meeting in Washington. The statement condemned terrorism in all its forms but refrained from specifically naming Pakistan."The Quad strongly condemns all acts of terrorism and violent extremism, including cross-border terrorism," the ministers stated, urging all UN members to collaborate with relevant authorities to ensure that the perpetrators, organizers, and financiers of the attack are brought to justice without delay. India’s growing partnership with the US is seen as part of Washington's strategy to counter China’s expanding influence in Asia, while Pakistan remains an ally of the US. 

On May 7, India conducted airstrikes on terrorist infrastructure across the border, which led to a series of retaliatory attacks involving fighter jets, missiles, drones, and artillery, resulting in multiple casualties. The violence ended on May 10 with a ceasefire, mediated through talks by the US, though India has disputed President Trump's claims that his intervention led to the halt in hostilities, asserting that the ceasefire resulted from direct discussions between India and Pakistan, not external pressure.  External Affairs Minister Subrahmanyam Jaishankar reiterated India’s stance on Monday, emphasizing that trade discussions were not tied to the ceasefire, and the focus should remain on addressing bilateral issues without external involvement.
